AnnotationThese are the first performance indicators for social services published by the Department of Health (DoH). They were agreed by national and local government following the publication of "A new approach to social services performance: consultation document" in February 1999. The Performance Assessment Framework (PAF) is intended to be a set of indicators large enough to be comprehensive and small enough to be manageable. This document contains commentary (rationale for each indicator, social services objective, and full definition) and summary data for each of the indicators. Indicators likely to be of particular use include: unit cost of residential and nursing care for older people; unit cost of home care for adults; admission of supported residents aged 65 or over to residential/nursing care; intensive home care; older people (aged 65+) helped to live at home; user/carers who said they got help quickly; availability of single rooms; delayed discharge; and carer assessments. Reference is made to the Key Indicators Graphical System (KIGS), which includes full local authority level PAF data, and allows the user to produce charts for any indicator and selection of authorities.
