| Annotation | The purpose of the review is to assess the extent to which people in Torfaen County Borough Council (comprising the Blaenafon, Pontypool, Cwmbran area) are well served by social services. The review considered: how services are arranged for individual people; how the care needs of the population are planned for; how the Authority manages performance and quality; and how well the available resources are being used. The Authority is compared with a group of eleven similar Welsh local authorities as defined by the Audit Commission. The Review concludes that the people of Torfaen are not consistently well served by their social services, and there is a need for substantial change. Key priorities are identified: leading by example; setting strategic direction; healing fragmentation; improving practice; legitimising management; building infrastructure to support change; and agreeing a prioritised programme of change projects. The responses of users and carers in Torfaen are compared with those of users and carers in the 64 other authorities where surveys have been completed. The report's text is in English and Welsh.
