Annotation | The Pensions Act 1995 introduced a wide range of changes to state occupational and personal pensions. In 1993, policy makers, researchers and economists in the DSS began planning for the evaluation of the pension reforms. This has allowed for baseline information, well in advance of the changes, against which the effects of the pension reforms could be evaluated. This article will describe the programme of research, under way or planned, which forms part of the Department's overall strategy to evaluate the pension reforms. This research started in 1994 and is to continue to about 1999, two years after the reforms will have been in place. Most of the research carried out to date relates to the collection of baseline information. Most of the post-reform research will have been carried out from summer 1998 onwards. The roles of various different methodologies are highlighted and in particular, the usefulness of qualitative techniques in trying to establish whether any changes are as a result of the effect of the Pensions Act 1995 or other factors.
