An independent assessment is provided on how well the public is served by social services in each council in England and Wales. This is the third annual summary of the findings and conclusions of the 23 reports published in 1998/99; a further 23 reviews are at some stage in the process. This report outlines the Review Team's work and its context, under the following themes: meeting individuals' needs; shaping services; managing performance; and managing resources.
