| Annotation | This report is intended to help social services departments (SSDs) review and develop their management information for commissioning, and to develop their thinking on the kinds of information to be shared with other agencies and sectors in pursuit of better joint working. The focus is on commissioning social care services for older people, to cover activities including strategic planning, market management, care management, and review of service delivery. Findings are presented using an "information matrix" devised by the Social Care Group. The matrix explores examples of progress and problems with respect to key domains of SSD management information, as follows: social care needs of the population; supply from all sources; referrals, assessment and case review processes; how cases compare with eligibility criteria; frequency, duration and cost of services provided; outcomes for users, and service quality; contract monitoring and quality of providers; spending on providers and services; and cost-effectiveness. The Management summary provides an overview for senior managers and policy makers. The Handbook is intended for staff working with management information. (RH). |
