AnnotationThe last decade has seen major developments benefitting severely disabled people who choose to live in the community rather than in residential care. Most significant have been independent living funds (ILFs) and local authority direct payments. However, policies and practices reflect increasing pressures on the budgets of funding agencies, in particular health authorities and social services departments (SSDs). The research outlined in these Findings aimed to provide some insight into factors that should be taken into account with regard to who should fund expensive community care packages, and how funding and provision might be better co-ordinated. The research was based on a project carried out between 1997 and 1999, led by Ann Kestenbaum working with the Disablement Income Group (DIG) and with support of the ILFs. Her full report, "What price independence? Independent living and people with high support needs" is published for the Joseph Rowntree Foundation (JRF) by the Policy Press, in association with Community Care magazine. (RH).
