AnnotationHelp the Aged is of the view that national standards are the most effective way of ensuring consistency across the residential and nursing home sector. Its response examines each section of the "Fit for the future?" consultation. Main concerns include: adequacy of Commissions on Care Standards' (CCSs) financial resources for ensuring high quality of care; the strength in law of standards, and the consequences for residents if a home falls short; and how residents are able to express an opinion as regards their rights. Clarification is sought of the Department of Health (DoH) as to how it sees the balance between local flexibility and consistency working in practice. Of major concern is that care staff NVQ training targets are too long in the future. DoH is also requested to ensure cross-referencing for consistency with the related exercise on standards for domiciliary care agencies. Help the Aged urges DoH to remind home owners that their residential or nursing facility may now be the only home that their residents have. It concludes that the document's holistic approach is long overdue, and needs to be carried out without undue delay. (RH).
