Annotation | This White Paper sets out decisions which the Government has taken in the light of the responses received to the consultation on the 1998 Green Paper, "Statistics: a matter of trust" (Cm 3882), and following concerns raised about the reliability of the Average Earnings Index (AEI). Reference is also made to two other relevant reviews: the House of Commons Treasury Committee's inquiry into the Office for National Statistics (ONS); and the efficiency review into ONS carried out by an independent Steering Group. This White Paper outlines the accountability and governance arrangements which the Government intends to introduce, based on the creation of a Statistics Commission, independent of both Ministers and the producers of National Statistics. It also outlines how the highest standards on integrity in National Statistics will be achieved, by delivering on quality and ensuring freedom from political interference. Other issues raised in the Green Paper and commented on are: the scope of National Statistics; the location of responsibilities; maintaining professional standards across all statistical work in government; the implications of devolution; and assuring quality of National Statistics.
