It considers: how services are arranged for individual people; how the care needs of the population are planned for; how the authority manages performance and quality; and how well available resources are being used. The Joint Review team found a high level of satisfaction with most services: 75% of users rated services excellent or good; and meeting individual needs, shaping services, and managing performance and resources were identified as strengths. Areas identified for development include: improving effectiveness of current services; identifying the needs of people with mental health problems or learning disabilities; building a strategic and business planning framework; and managing the size and the speed of the change agenda.
