AnnotationThis annual report draws on the work of the Social Services Inspectorate (SSI) to provide an assessment of the current position of social services, and identifying key areas for improvement. It cites examples of good practice on some general themes, including: the views of lay assessors; consistency of practice and service; services designed for the people using them; protection from abuse and neglect; and quality of care. In particular the report highlights: the importance of front line managers in delivering quality services; concerns about social work practice; the need to target resources to promote independence; the need to develop quality assurance and performance management systems to ensure consistency of response; the need to use information positively to improve and reshape services to achieve better outcomes for service users; and the need to listen to users and carers, and to put their concerns at the heart of service development. The implications of the "Modernising social services" White Paper for the SSI are also outlined. (RH).
