Annotation | The HQS (Health Quality Service) quality improvement process is an independent and voluntary audit of the whole organisation using a set of standards and criteria. These relate to the systems and processes required to support the delivery of care in homes. The HQS programme combines assessment of compliance with the standards, and an educational, developmental approach. It sets out to complement local and professional initiatives, to recognise and spread good practice, and to support continuous organisational development. This manual, sponsored by PPP Healthcare, was published at the end of a year-long pilot programme which tested the HQS process. The standards consider 16 aspects: preparation for home life; participation in home life; privacy; dignity; independence; choice; upholding the rights of residents; the resident's care; management of medicines; record keeping; management arrangements; human resources; policies and procedures; buildings, facilities and equipment; health and safety management; and hotel services.
