AnnotationThis paper is a summary of the final report (full report available on request) of a research project commissioned by the Mobility Unit of the DETR (Department of the Environment, Transport and the Regions) from Steer Davies Gleave, and carried out in association with the Community Transport Association. The project's main objectives were: to build up a clear picture of the scale and nature of voluntary and community transport in Britain, and the role it plays; and to establish whether current policies at central and local level help or hinder the work of the voluntary sector. Recommendations are made on what changes to policy would help voluntary transport organisations to operate in the most effective way. This summary sets out the report's key issues and recommendations, and intended as a basis for discussion and consultation between all parties involved. (RH).
