AnnotationThe purpose of the review is to assess the extent to which people in Northumberland are well served by social services. It considers: how services are arranged for individual people; how the care needs of the population are planned for; how the authority manages performance and quality; and how well available resources are being used. The Joint Review found that some people are well served by Northumberland Social Services, but services are patchy in terms of the quality of assessment of need and the standard and range of services available to meet those needs. The Authority does not have a culture of corporate working or of strategic planning. Consequently the following key areas require future action: big picture planning; implementing change; improving practice; and building solid corporate foundations. (RH).
