Annotation | Concerns have been expressed about access to adaptations for groups representing older and disabled people. This survey reveals problems in some local authorities, including: lack of information about procedures and priorities; continuing problems of delays for occupational therapy (OT) assessments, particularly for low priority needs; refusal of adaptations for local authority tenants in certain situations; and lack of close working between housing and social services departments (SSDs). The report suggests that the Government must provide clear guidance to make local authorities aware of their duties in providing adaptations, which could be done by setting performance standards. Other recommendations include: updating and reissuing the Department of the Environment / Department of Health (DoH) joint circular (DOE circular 10/90 or LAC(90)7); setting standards for provision of adaptations as part of the process of implementing best value; ensuring that the National Service Framework for Older People includes national standards for adaptations services; and including detailed performance standards for adaptations in the "You and your services" charter.
