AnnotationThis consultation document is in three parts. Part One outlines the commissioning of production of the National Required Standards (NRSs) by the Centre for Policy on Ageing (CPA). It sets out the context, potential impact of the proposed standards, and timescales for implementation. It invites comments by 3 December 1999 on all aspects of proposed standards. Part Two sets out the CPA's NRS document as presented to the DoH in early 1999. The intention has been to focus on what are to be required as essential standards which ought to be common to all establishments (i.e. all registered residential and nursing homes). Part Three comprises a Regulatory Impact Assessment carried out by the DoH. This outlines: the purpose and intended effect of the proposals; the objectives; a brief explanation of risk assessment; identifying and quantifying the benefits; and compliance costs. Three options are identified: retaining the present system; allowing each of eight regional Commissions to develop their own local standards; or developing national standards. Annexes present information on single rooms in the independent sector, compliance with physical environment standards, and nursing staff. ratios. (RH)
