AnnotationThe purpose of the review is to assess the extent to which people in the Isle of Wight are well served by social services. It considers: how services are arranged for individual people; how the care needs of the population are planned for; how the authority manages performance and quality; and how well available resources are being used. The review concludes that the people of the Isle of Wight are not yet consistently well served by their social services. Financial considerations have had a significant impact on the agenda since the second year of Community Care implementation. High levels of charging for home care may be hindering the take-up of home-based care and impede its development. The following key issues have been identified for action: developing management capacity; improving the quality and consistency of care management; improving management information; developing performance management; managing the market for social care; and empowering and involving users and carers.
