AnnotationThe purpose of the review is to assess the extent to which people in Devon are well served by social services. It considers: how services are arranged for individual people; how the care needs of the population are planned for; how the authority manages performance and quality; and how well available resources are being used. Devon has a national reputation for developing innovative services, and is one of the national pilots for the Better Government for Older People project. There is a political commitment to retaining the capacity to provide residential and domiciliary care. Strengths identified in delivering services include: committed staff; a culture that rewards enterprise; local arrangements, local focus and local flexibility; sound relationships with health services; having a balanced budget; and an evolving corporateness. Key issues for attention include: containing pressure and potential risk; seeing infrastructure as an effective investment in front-line services; and being clear about achieving Best Value. (RH).
