Annotation | This consultation paper is presented as the first stage in development of Liberal Democrat Party policy on paying for NHS and social care. It considers present provision and three related problems: rationing, recruitment and resources. Comments were sought, by 15th October 1999, concerning what the state should pay for, how the state should pay for it, and the mechanics of delivery. A statistical appendix includes comparative data on health spending in selected OECD countries, costs of NHS prescriptions, and indicators of health inequalities and poverty. (RH). |
