Annotation | The first National Strategy for Carers promises a new direction and new emphasis in policy, with measures which will enhance the quality of life for all carers. The strategy does not attempt to address the current gap between policy and carers' experience, but many questions remain about its coherence with other policies and implementation locally. Criteria are suggested for evaluating the strategy's success and its impact on carers: equitable access to support; equality of access to support; quality services and support; justice and social inclusion; and choice, in access to services such as rehabilitation. Reference is made to the King's Fund Carers Impact programme, and to a guide, "Taking action to support carers" (in preparation, 1999). (RH). |
