AnnotationTwo important developments in national policy on long-term care of older people formed the focus for this conference held by the Centre for Policy on Ageing (CPA) on 6 May 1999: the report of the Royal Commission on Funding of Long-Term Care for the Elderly; and CPA's work on national required standards (NRSs) for residential care. At the time of the conference, CPA's proposed standards - submitted to the Department of Health (DoH) on 19 January 1999 - had not yet been circulated for public consultation. The document's overall objective was to develop robust, measurable and enforceable standards in care homes. Issues of quality, costs and regulation were the main subjects tackled by speakers representing a variety of perspectives: the Royal Commission; the NRS Advisory Group; independent care homes; registration and inspection officers; and the Social Services Inspectorate (SSI), DoH. A second group outlined practical considerations of personal care and quality from a nursing perspective, training for care, and the physical environment. Four speakers discussed quality of life issues: privacy, dignity and fulfilment; ethnic diversity; a housing association's standards; and involving family and friends. (RH).
