Annotation | The geographical isolation of people in many rural communities or in very remote areas presents service users with considerable difficulties in getting to services at a distance from their homes, or in receiving services in their own homes. This 1998 inspection is the first by the Social Services Inspectorate (SSI) concerning service provision in rural areas. It looked at how community care services are provided to older people and younger adults with physical disabilities in eight rural counties: Bedfordshire, Derbyshire, Lincolnshire, Dorset, Wiltshire, Durham, East Sussex, and Lancashire. Evidence was found of: lack of choice, sometimes leading to service refusal; some services being less accessible to country dwellers than those living in towns; the use of inappropriate services because of the relative proximity to the service user; and a reliance on historic distribution of services which did not necessarily reflect known need. Many examples were found of work to overcome some of these difficulties. The report examines: service delivery; accessibility of services; information and communication; equal opportunity; and management arrangements. A chapter on improving services provides a checklist for managers. (RH). |
