AnnotationAs a method to help low-income, frail older adults access services in the community, Project CARE (Community Action to Reach the Elderly) was developed as part of the US National Eldercare Campaign of the Administration on Aging. A description of the development, implementation and evaluation of the three year project is provided. The developmental process proceeded in three distinct phases, culminating in operation of two advocacy centres in African American neighbourhoods. Evaluation of the process and the outcomes was conducted through interviews with the project's administrators, volunteers and clients. Several themes emerged from these interviews which illustrate the success of the project. Project CARE serves as a model for other communities which have difficulties reaching frail older people in minority neighbourhoods. (RH).
