Annotation | Three key themes were chosen as focal points of this second Forum by the European Commission with the Platform of European Social NGOs and the social partners. These were: new forms of sustainable job creation and inclusion; social protection: adapting to changing needs; and promoting participation and citizenship. For each theme, examples are presented, with summaries of debates. Brief details are given of recent key developments: the Amsterdam Treaty; the Luxembourg Employment Summit and employment guidelines; the Social Action Programme 1998-2000; the role of NGOs (non-government organisations); and the ECJ (European Court of Justice) ruling on projects to combat social exclusion.
