Annotation | Guidance is given to local authorities on developing an agreed preventative strategy in line with the principles of promoting independence set out in the White Paper, "Modernising social services". This circular also includes good practice guidance on preventative strategies for older people, which is the report of a series of fieldwork studies in December 1998 and January 1999.
