Annotation | The purpose of the review is to assess the extent to which people in Gateshead are well served by social services. It gives a profile of the authority; considers evidence about how well the authority meets individuals' needs; and considers evidence regarding planning services, and managing performance and resources. Using results from a survey of users and carers, the report highlights the authority's performance in comparison to others. The review found that significant groups of users and carers felt excluded from the process of improvement and change. Among the key issues identified for attention are: developing self-confidence and partnerships; helping people get into the service efficiently and fairly; a stronger vision of a mixed economy; delegation and devolved budgeting; introduction of a business planning approach and better information systems; linking resource allocation with activity and performance; and more strategic partnerships with health and the independent sector.
