Australian innovations in home-based care: a comparison of community aged care packages, community options projects and hostel care

AnnotationThe growth of community care in Australia has included the development of tailored packages of care, provided as Community Aged Care Packages (personal care services in the home at the same level of care offered in a hostel) or through the Community Options Project (intensive and brokered home care support). This study compared older client dependency levels in the two care packages, and in hostels, and explored the interplay between client dependency, carer availability and levels of service use in community care services. Findings showed that Community Care Packages, while intended to provide an alternative to hostel admission at the personal care level, were found to be serving a less dependent sector of the frail and disabled older population. Most recipients had an informal carer in addition to being in receipt of formal services. The evidence suggest that, among the clients of both packages, available resources were targeted in those in greater need. (AKM).
