Annotation | Age Concern England (ACE) found some positive measures announced in the Green Paper, "A new contract for welfare: partnerships in pensions" (Cm 4179), but is concerned that the proposals will fail to meet its aims. For current pensioners, the improvements to Income Support are welcome, but there is little in the paper for those not entitled to, and claiming, means-tested benefits. The Government has also failed to address a central problem, the low level of the basic pension. For future pensioners there are some positive measures, such as the introduction of protection for some carers and disabled people.. However, there is concern that the proposals will fall short of guaranteeing a secure income for all. Again, a major reason is the decision to continue to allow the basic pension to lose its relative value. If this does not provide a decent foundation on which people can build up second tier pension provision, many will have little incentive or ability to secure an adequate non-means-tested retirement income.
