AnnotationThis White Paper sets out the Government's strategy for tackling poor health and improving health in England, particularly for poorer people. Targets are set for improvements in four priority areas: cancer; heart disease and stroke; accidents; and mental illness. There is also recognition that social, economic and environmental factors impinge on health. However, the strategy's aims will only be achieved by individuals taking steps to improve their own health; and by partnerships formed at local level between the NHS (National Health Service), local authorities, and other agencies. The Healthy Citizen programme - comprising NHS Direct, health skills (first aid, etc), and Expert Patients programme - aims to ensure that people have the knowledge to deal with illnesses and health problems. A section on health skills for later life refers only to fuel poverty, improving energy efficiency, and the Keep Warm, Keep Well campaign. The establishment of a Health Development Agency, to supersede the Health Education Authority (HEA), will advise on the setting of standards for public health and health promotion practice. (RH).
