AnnotationIn June 1997, Greg Dyke was asked by the Secretary of State for Health to develop proposals for the content, style and format of a new NHS Charter to replace the Patient's Charter. In this report, he makes a series of recommendations for changes in the National Health Service, the most important of which is for the introduction of an NHS Charter. An overview of the current Charter is given. This is followed by sections on the values of the NHS; the possibility of local charters as being appropriate to local needs and local management; clinical standards; communication; sharing of best practice; and patient responsibilities. It is concluded that there needs to be widespread consultation, and for the establishing of pilots to test out the theory of local charters. (RH).
