AnnotationThe Government has announced a range of commitments and initiatives which affect social services functions and the people who depend on them. This briefing focuses on community care reforms affecting older and disabled people, and the interface between health and social services, as the LGIU understands them. It outlines themes and principles underlying the agenda, and identifies the framework for action created by the "Modernising social services" White Paper. Information is provided about aspects of the NHS reforms affecting local government and the proposals for "integrated care" across health and social services authorities. How the new duty to obtain best value from local government services being implemented from April 2000 is described. Lessons from the experience of implementing community care reforms which could inform the development of best value are identified. The Government's plans for improving protection and raising standards are outlined, including: better training, standard setting, registration of social services workers, care agencies and establishments, and monitoring service performance. Implications for national and local accountability are discussed. (RH).
