AnnotationThe purpose of the review is to assess the extent to which Manchester people are well served by social services. It gives a profile of the authority; considers evidence about how well the authority meets individuals' needs; and considers evidence regarding planning services, and managing performance and resources. Using results from a survey of users and carers, the report highlights the authority's performance in comparison to others. The report notes that expenditure on services for older people remains biased towards residential care, and that arrangements for commissioning home care are not conducive to maintaining continuity of care. The report concludes that there are notable examples of good practice and innovation, but overall, services are not yet sufficiently consistent in meeting the needs of the people of Manchester. Priorities for the forward agenda are to: ensure timely and consistent access to services; focus on improved outcomes for users and carers; commission services more strategically; monitor cost and quality more effectively; and work more closely with other agencies.
