Annotation | There is growing interest in the implications of an ageing population, including how older people can be helped to maintain their independence for as long as possible. There are also issues about the balance between "preventive" services, geared towards promoting independence, and the targeting of resources on people who are already vulnerable. The White Paper, "Modernising social services" explicitly recognised the importance of "preventive" approaches. The research reported here was conducted by staff at the Nuffield Institute for Health, and was commissioned by the Joseph Rowntree Foundation (JRF) and Anchor Trust on behalf of the National Preventative Task Force. It looked at what authorities in England are doing in developing preventive strategies. Although there is evidence that many have begun to promote a preventive agenda, there are tensions between the wish to promote quality of life and general well-being of older people and the service needs of individuals.
