Annotation | Is the New Labour Government putting together a strategy designed to breathe new life into public housing? The strategy comprises three elements: removing rent rebates from the housing revenue accounts (HRA); tackling the renovation backlog in council housing; and ensuring that once renovated, the housing stock continues to be properly maintained by introducing a substantial new source of revenue. This Briefing from LGIU presents statistical evidence on the effects of transferring HRA monies to the Treasury (dubbed the "tenants' tax"). The Government proposes to introduce resource accounting into the HRA, and data is presented on actual surplus HRA surpluses for local authorities in 1997/98 and 1998/99. (RH). |
