AnnotationThe aim of the Centre for Policy on Ageing (CPA) in drawing up the new National Required Standards (NRSs) for residential and nursing homes for older people was to lay down standards which are reasonable and acceptable practice. The standards developed by CPA are basic standards applicable across the board to all homes for older people, and cover all aspects of living in a care home. The aim was to be comprehensive, but not too detailed and prescriptive. Most of the standards are about quality of life and quality of care, with the focus on the resident and his or her experience. Only one section deals with the physical environment: it is pointed out that the minimum size room was first recommended in 1973 in the Department of Health and Social Security (DHSS) Building note 2. The registered care home sector is increasingly competing with other forms of care such as sheltered housing: it is in everyone's interests to recognise the rights and needs of residents. (RH).
