AnnotationThe White paper "Caring for people" (Cmd 849) included a commitment to alter the rules for assessing the ability of residents to pay towards the costs of their residential care. From 1 April 1993, local authorities take over responsibility for assessing care needs, and if necessary, place in residential accommodation those needing support from public funds to meet the costs of their residential care. This circular contains guidance on the procedures for charging adults placed by local authorities in residential accommodation, including nursing homes, from April 1993. It is being issued with the Charging for Residential Accommodation Guide (CRAG), the National Assistance (Assessment of Resources) Regulations 1992, and the Health and Social Services and Social Security Adjudications Act 1983 (Commencement No 6) Order 1992 (which are catalogued separately). The following circulars were cancelled from 12 April 1993: LAC(75)6; LAC(75)12; and LAC(86)1. (RH).
