Annotation | Preventative services - access to appropriate and responsive low-level support - can help older people remain independent and enjoy a high quality of life. The Department of Health (DoH) is promoting a preventative approach through grants to local authorities. This report complements DoH guidance on prevention grants, and aims to assist local authorities to develop action plans for preventative strategies in partnership with other agencies, users and carers. It suggests that a preventive agenda is based on: a shared philosophy; a multi-agency written strategy; active user and carer involvement; partnerships between local authority departments and other agencies; innovative use of shared budgets; the use of standards and outcome measures; and staff training and development. Implementing a preventative agenda should include: maximum empowerment in care management; community development; a role for voluntary and independent sectors; and joint initiatives between social services and health and housing. The report offers some examples of good practice services and support, complementing mainstream provision, that help achieve independence and quality of life for older people. (RH). |
