Annotation | The pros and cons of social security systems as a vehicle for providing income support for older people are examined. The first part of the paper contrasts post-war income security programmes with an earlier social assistance tradition. Secondly, the author reviews some fairly conventional explanations of why real income security for the majority of workers requires centralised state administration. In the final section, he discusses the economic, social and political trade-offs frequently imputed in such an arrangement. (OFFPRINT). (RH). |
