AnnotationThe White Paper "Modernising social services" (Cm 4169) proposed several policy initiatives. This implementation diary sets out timetables for each aspect. Adult services have a main aim of promoting independence, and the following are of particular interest: rehabilitation; carers strategy; and extension of direct payments to people aged 65 and over. Other initiatives are: the National Service Framework for Older People; fair access to care; a long-term care charter; improved charging arrangements; and residential allowance. Programmes are outlined concerning the independent regulatory system include National [Required] Standards for regulation for residential and nursing home care, and a parallel exercise on non-residential (i.e. domiciliary) care.
