Annotation | The just-published report of the Royal Commission on Long Term Care for the Elderly, "With respect to old age: long-term care - rights and responsibilities" (Cm 4192-I) may not have moved things much further forward than a previous attempt in 1895. Neither has current thinking moved any further forward since the creation of the welfare state in 1948. The author of this review questions whether there is a need for a National Care Commission, given that so many organisations do their own inspections. She also questions provision of public funds, irrespective of income, for all older people's care: many people already pay for their own care, and none of the extra money provided would go to improving standards of care. The minority reports from Joel Joffe and David Lipsey are regarded as more practical and affordable, in their examination of a range of insurance and loan schemes: these should be scrutinised closely.
