AnnotationThe NHS and Community Care Act 1990 introduced far-reaching changes to the organisation and delivery of social care. This study examines the changing attitudes and behaviours in local authorities as they continue to implement the post-Griffiths changes in personal social services. Issues explored with officers and members include the role of markets in social care and the obstacles and incentives to developing them; needs mapping; and the potential of the non-statutory sector to supply services. Not only did the researchers find significant cultural shifts, they also identified a skills gap that could have implications for future effectiveness and efficiency in partnerships with users and professionals.
