The employment policy for aged workers and the financing of unemployment insurance

AnnotationIn the Japanese public pension system and unemployment insurance reforms in 1995, a wage subsidy for older workers funded by unemployment insurance was introduced. According to time series data, the wage elasticity of labour demand for older employees is elastic, whereas that of the labour supply is inelastic. Hence, the subsidy increases the demand for older workers by enabling firms to reduce their labour costs. At the same time, it raises older workers' take-home pay and improves their economic welfare. This is confirmed by the estimated results of the augmented demand system for older workers. However, because unemployment insurance is financially dependent on the ageing population, the contribution rates for unemployment insurance are likely to increase. (RH).
