Annotation | This paper is based on the findings of action research commissioned in Wales by an Age Concern voluntary group in partnership with a social services department (SSD) and the Welsh Office. The research conducted between 1995 and 1997 set out to explore and analyse the independent sector provision of domiciliary care in a major Welsh authority. The study sought to map the key characteristics and independent providers in relation to size, activity levels, staffing, supervisory procedures and other features that would impact on flexible and effective provision. The exercise was intended to assist in the strategic planning of the homes care service and in the development of an accreditation mechanism that would help regulate the local market and promote quality services by all providers.
