AnnotationA demonstration project designed to develop a methodology and modelling tool for needs based planning for older people's services is described. The article briefly sets out the background to development of methods and models for needs based planning. It then describes the stages involved in the project. These include the development of a typology of need, consisting of mutually exclusive target groups, from analysis of case material; the use of synthetic estimation to create a needs profile of the population aged over 65; and the modelling of resources and service implications for this population. The approach can potentially be used as a basis for modelling needs and resource options in any local authorities, and the article outlines a number of policy applications. (RH).
