AnnotationFollowing the White Paper `Modernising social services' this consultation paper sets out in detail the Government's proposals for a new approach to performance issues in social services. The first part outlines the new performance management framework for `best value' in social services, and describes the local and national roles in the process of improving performance. Two new components to the overall performance management for 1999/2000 are highlighted: a new and expanded role for the Regional Offices of the Social Services Inspectorate (SSI), and a new Performance Assessment Framework to bring together the Performance Indicators to be used to monitor the performance of social services. The second part presents detailed proposals for a set of National Performance Indicators for the Performance Assessment Framework to monitor social services performance from 1999 onwards. Responses to the paper are invited by 13 April 1999. (AKM).
