Annotation | The Government's `best value' agenda requires councils to carefully balance the cost and the quality of services. This report aims to provide indicators of cost and quality which can be used to assess best value in residential care homes and nursing homes in all sectors. Drawing on information collected from 39 residential care and nursing homes across Scotland, the quality of care provided was assessed in terms of the extent to which the homes respected individuality, dignity, and privacy; encouraged the maintenance of independence and choice; retained links with local communities; provided adequate staffing levels; and provided good standards of accommodation. The report analyses the cost of providing the services, and examines the links between cost and quality, focusing on factors which contribute to high costs without improving quality, and on factors where quality can be improved without significant cost increases.
