Annotation | The Government wants to encourage people to take part in voluntary work and to build links with the voluntary sector as part of its aim to create a stronger sense of community. This guidance, issued together with `Volunteers change lives: quality patient care through community involvement' (NHS Executive, 1999), describes a number of initiatives aimed at achieving these aims and seeks to encourage more involvement of volunteers in social care and in the work of the National Health Service (NHS).
