AnnotationA study in Devon conducted between 1993 and 1997 has traced the changing financial fortunes of the private residential sector since the introduction of the NHS and Community Care Act 1990 reforms in 1993. The research identifies an industry in transition, with home owners facing much more difficult financial situations than those in the 1980s. This article outlines how proprietors' have tried to manage the situation. The Devon study demonstrates that the marketplace in healthcare has not yet been successful in encouraging existing businesses to take risks and provide services in areas where they are needed. Indeed, a significant market failure has been uncovered by the research. (RH).
