AnnotationThe Working Group was organized by the World Health Organization (WHO) in collaboration with the Parliamentary Secretariat for the Care of the Elderly in Malta and the newly established United Nations International Institute on Ageing in Malta. Guiding principles adopted on comprehensive care of older people in the community are identified as: planning and monitoring; co-operation, co-ordination and integration; research; participation of older people; informal carers; motivation and education of the community; education for older people; training; housing; and health care. Recommendations were made that WHO and its collaborating centres for health of the elderly should develop a manual for setting up and upgrading community care for older people; and that an international clearing house or registry of programmes and projects on comprehensive care of older people in the community should be set up.
