AnnotationNIACE's Older and Bolder initiative, which started in 1995 and concerns older learners from the age of 50, is jointly funded by the Esmée Fairbairn Charitable Trust and the Carnegie (UK) Trust as part of its continuing Third Age programme. This policy discussion paper aims to encourage wider awareness of the factors obstructing fair access to learning opportunities for the over 50s, and makes the case for more and better provision targeted towards this age group, for work as well as personal fulfilment. It covers background demographic factors and NIACE's survey work on older people's lack of participation in learning. It considers participation, funding and access to provision for: local education (LEA) authority; further and higher education, and voluntary sectors; and information technology and broadcast media. Recent government initiatives - including Better Government for Older People (BGOP), and the Learning Age - are briefly assessed for their inclusiveness. The major issues and factors barring access are identified, and recommendations for change are set out. (RH).
