AnnotationThe Better Government for Older People (BGOP) initiative has had considerable publicity since its launch as a two-year programme in June 1998. This article, by someone involved in one of the pilot projects, describes the programme and traces its relevance to community care. The initiative originates firstly in work carried out by the University of Warwick Local Authorities' Consortium Working Group on Ageing, a partnership of 35 leading UK local authorities. The work of the Devon pilot BGOP is outlined. The author argues that, unless this Warwick Consortium analysis is properly understood, community care planning for older people will be deficient. BGOP's second origin in the Government's modernising agenda for government - particularly local government - is about democratic renewal, engagement, social exclusion and best value. Unless a strategy is developed with the objective of promoting social cohesion, this, too, might not succeed. (RH).
